The neighbor is outside making really LOUD meowing noises.
I feel like Mrs. Kravitz (Bewitched neighbor) peeking out the window looking at him. LOL! (Anyone want to send me a good stealth camera? I can take entertaining photos all day for here...)

Years ago, I had a neighbor who would meow really loudly when I was calling for my cat at night. We always shared a chuckle over that one, but at least he was TEASING me--not just meowing by himself. :)
