The problem with that tartar build up is that it can open the door to bacteria infections throughout your dog's body. That's why it's so important to combat it, and not only brush your dog's teeth on a regular basis, but try to feed food that helps as well. There are a lot of different dog treats on the shelves right now marketed as teeth cleaning products, so you can try to find something that help you take care of your dog's teeth (and solve the bad breath problems! lol)
Granted, I don't usually purchase a lot of dog related food products, because my two, as you may know, are on a home cooked diet. We do purchase dog treats though, because these two enjoy them - I just have to be careful which ones I choose, since Captain is missing half his teeth.

Hartz sent over a box of Crunch 'N Clean Savory Flavors Dog Biscuits for my two to review. What we tried is a variety box with Braised Beef, Rotisserie Chicken, and Smokehouse Bacon flavors, and the treats are a smaller size for all size dogs. (a bone shape about the size of my thumb) They contain "Denta Shield" to block tartar on your dog's teeth. Obviously, it would take months and months of my two eating these to see a difference in their teeth if there would be, so I'll leave it up to you, if you decide to purchase Crunch 'N Clean, and see if there's a difference in your dog's teeth. Something tells me that might be in the eye of the beholder, anyways. ;)
The Crunch 'N Clean arrived just in time for the Corgis's afternoon snack, so they were more than happy to help. LOL Captain took his treat and went running to his bed in our bedroom, the Grumpy Princess at my feet and kind of looked at it for a few minutes. When I went to the bedroom to check on Captain, he hadn't eaten it yet. Hmmm... but since his sister was hot on my heels, he decided to eat it before she could vacuum it for him. (In all fairness, he usually waits with hard treats to eat them, due to the hardness and his lack of teeth.) I offered up seconds, and both ate them right away, so it could have been just the new taste.
The Crunch 'N Clean treats have these little breath freshening crystals in them that I could clearly see - they are green, so it's fairly obvious. ;) They are rather hard to break into pieces, so the dog definitely is working to eat them, most dogs shouldn't end up inhaling them in three seconds - well, I think anyways. lol I'll be honest, they aren't the most appetizing looking treat that I've seen though.
(LOL as I am typing this, I just had a corgi climb on my lap and burp after thirds, so I guess he enjoyed reviewing them. LOL)

Do you brush your dog's teeth? I don't do the cat's because my life just doesn't dictate that I have time to spend on that, but I know some other cat owners do. It is important I guess because Grace has had a tooth removed because it was bad.
